Article Two of the United States Constitution states

The president must "take care that the laws be faithfully executed." This clause in the Constitution imposes a duty on the president to enforce the laws of the United States and is called the Take Care Clause, also known as the Faithful Execution Clause or Faithfully Executed Clause.

It must be noted that the fact that Joe Biden was possibly corrupt was already known... with no actual investigation done. 

Once this possible crime was known to the President.. based on the Treaty with Ukraine and on the fact that  Biden actually boasted about it.. it is required he investigate!
