Lower Capital Gains increases Revenue... Numbers do NOT Lie...!

LOWER CAPITAL GAINS TAXES ARE BETTER FOR A HEALTHY GROWING ECONOMY:

An important, but too often overlooked, argument against higher taxes on capital gains is the actual amount of revenue generated by arbitrarily determined tax rates.
In a paper titled "Federal Capital Gains Tax Collections, 1954-2008," the Tax Foundation reports that federal capital gains tax receipts in 1978, the last year the maximum long-term tax rate on capital gains was 39.87%, totaled $9.14 billion. The next year the capital gains tax rate was reduced to 28%. Capital gains tax receipts increased immediately. Three years later the Economic Recovery Tax Act of 1981 reduced the maximum capital gains tax rate again, this time to 20%. By 1983, the second year of lower tax treatment of capital gains, capital gains tax receipts rose 45% to $18.7 billion. By 1986, five years after implementation of lower tax treatment of capital gains, capital gains tax receipts hit $52.9 billion, an increase of 313% over 1981, the last year of the maximum 28% long-term capital gains tax rate.
One year later, in 1987, the maximum tax rate on long-term capital gains returned to 28% and capital gains tax receipts promptly fell 36% to $33.7 billion. Capital gains tax receipts didn't exceed the high-water mark of 1986 until 1996, a full decade later, when receipts totaled $66.3 billion. That 10-year period (1987-1996) saw total GDP increase 75%, to $7.8 trillion, yet capital gains tax receipts fell as the maximum long-term capital gains tax rate was increased, first to 28% (1987), then to 29.19% (1993).
Capital gains tax rates were lowered a year later in 1997. As a result, capital gains tax receipts rose 60% through 2000. Despite a sharp decline over the next two years caused largely by the 45% drop in the stock market, capital gains tax receipts rose 42% from $49.1 billion in 2002 to $73.2 billion in 2004, the first year of reduced capital gains tax rates legislated in 2003. By 2007, the fourth year of lower capital gains tax rates mandated by the 2003 Bush tax cuts, total capital gains tax receipts hit $137 billion, an all-time high, despite the lowest capital gains tax rates since 1933.
There may be more high-income earners paying capital gains taxes on carried interest today than in years past, but clearly there is no evidence that raising tax rates on capital gains creates more capital gains tax receipts.

Texas' Crime Rate Falling More Rapidly Than National Rate.

Trivia Tidbit of the Day: Part 960 -- Texas Crime Rate Declines-
Crime has been declining in the United States for roughly two decades now, and the declines seem to continue in good times and in bad times alike.
Always such a pivotal issue in the 1980s, rarely nowadays is crime even mentioned on the campaign trail, on the nightly news, or elsewhere as a major problem. There's less of it. People are safer. Our communities are safer. And that's great news.
But crime is still a drain on society. It harms individuals. It tears families apart. It ties up public resources. It depresses the economy.
So what if I told you that, just as Texas' relatively conservative fiscal policy has led to higher economic growth and more jobs than in states with more left-wing fiscal policy, and just as Texas' legal reforms have compelled Americans-- especially physicians-- to vote with their feet and move to Texas, and just as forced unionization has driven businesses and workers to Right to Work states like Texas, it turns out that Texas' criminal justice policy may also be a model for other states, too.
Examining Federal Bureau of Investigation (FBI) and Texas Department of Public Safety (TxDPS) data, Texas is improving its crime rate faster than the rest of the country, all while bringing costs down by tapping the brakes on both incarceration and recidivism. For the latest data available, Texas showed improvements far greater than the national improvements on both violent crime and property crime:

The Lone Star State has emerged as a national leader in criminal justice reform, strengthening alternatives to incarceration by using conservative principles such as limited government and accountability. The dramatic crime drop in Texas far surpasses the national downward trend and validates the smart approach to cutting crime and costs that Texas continues to take and which the Foundation’s Right on Crime initiative has promoted across the nation.
Indeed.
And, on every single sub-category of crime, Texas is improving faster than the nation:

There is a conservative model for producing safer communities, while safeguarding against busting the budget by simply constructing more and more prisons. It's not found in Illinois, where the number of prisoners recently hit an unexpected record high, nor in Philly, where the prison population has soared to 9,170 in an expensive prison system designed to hold 6,500 people.
The blueprint for improving crime rates and reducing costs to taxpayers is found in Texas and a growing number of states adopting conservative "Right on Crime" criminal justice principles. Back in 2005, Texas legislators looked at the bleak fiscal reality before them-- the state was going to have to spend at least a billion dollars building eight new prisons by 2012, unless something changed. So they changed.
Yes, as with education and health care and other issues, Texas has some unique challenges, given its proximity to the Mexican border. Not every single reform Texas has embarked on might be right for every other state, but the takeaway here is that the Texas success story extends well beyond economics, into keeping citizens safe without creating an over-criminalized, overbearing police state.
So, while crime may no longer be much of an issue in campaigns and elections (which is odd, given the rampant increase in murders in left-dominated places like Chicago), it's still yet another issue that Texans can brag about.

Seniors enrolled in seven of the 10 most popular Medicare prescription drug plans will be hit with double-digit premium hikes this year (2013)

- Seniors enrolled in seven of the 10 most popular Medicare prescription drug plans will be hit with double-digit premium hikes next year if they don't shop for a better deal, says a private firm that analyzes the highly competitive market.

The report Monday by Avalere Health is a reality check on the Obama's administration's upbeat pronouncements. Back in August, officials had announced that the average premium for basicprescription drug coverage will stay the same in 2013, at $30 a month.
The administration's number is accurate as an overall indicator for the entire market, but not very helpful to consumers individually since it doesn't reflect price swings in the real world.
"The average senior is going to benefit by carefully scrutinizing their situation, because every year the market changes," Avalere President Dan Mendelson said. Avalere crunched the numbers based on bid documents that the plans submitted to Medicare.
The report found premium increases for all top 10 prescription drug plans, known as PDPs. However, the most popular plan — AARP MedicareRx Preferred — is only going up 57 cents per month nationally, to $40.42 from the current $39.85.
The seven plans with double-digit premium increases were: the Humana Walmart-Preferred Rx Plan (23 percent); First Health Part D Premier (18 percent); First Health Part D Value Plus (17 percent); Cigna Medicare Rx Plan One (15 percent); Express Scripts Medicare-Value (13 percent); the HealthSpring Prescription Drug Plan (12 percent); and Humana Enhanced (11 percent).
Another two plans in the top 10 also had single-digit increases. They were the SilverScript Basic (8 percent) and WellCare Classic (3 percent).
On the plus side for consumers, a new low-cost plan entered the market. Premiums for the AARP MedicareRx Saver Plus Plan will average $15 a month nationally, although it won't be available everywhere. That's $3.50 less than the current low-cost leader, the Humana Walmart plan, whose premiums are rising to $18.50.
The new AARP plan is run by UnitedHealth Group Inc., the nation's largest health insurance company. United pays AARP for the right to use its name on a range of Medicare insurance products, a successful business strategy that has proven lucrative for both partners. When Humana and Walmartteamed up to offer their low-cost plan in 2011, United felt the competition.
"There is a real focus on the premium in this market," Mendelson said. "If a plan fields an offering with a low premium, it knows it can capture a significant number of customers."
Medicare spokesman Brian Cook did not dispute the Avalere estimates. "We continue to encourage seniors to shop around and find the plan that works best for them," he said.
Medicare's open enrollment season starts Oct. 15, and beneficiaries have a wide variety of choices of taxpayer-subsidized private prescription plans. Seniors and family members can use the online Medicare Plan Finder to input individual prescription lists and find plans in their area that cover them.
About 90 percent of Medicare's nearly 50 million beneficiaries have some form of drug coverage, with more than 17 million enrolled in private plans through the prescription drug program.
President Barack Obama's 2010 health care law is improving prescription drug plans by gradually closing the coverage gap known as the doughnut hole for those with high prescription drug costs.
The Avalare numbers did have one silver lining for the Obama administration. When the projections are tweaked to account for seniors switching to lower-cost coverage, premiums for 2013 are likely to remain steady.
Separately, the administration recently announced that average premiums for Medicare Advantage insurance plans will barely inch up next year on average, while enrollment in the private medical plans will continue to rise. Many Medicare Advantage plans also combine prescription drug coverage in one package deal.
But the biggest premium announcement is yet to come. Virtually all seniors pay the Part B premium for outpatient care, including those with traditional Medicare as well as those in private plans. Currently $99.90 a month, the Part B premium it is expected to rise next year by less than $10.

The judge has not yet ruled on my recent hearing but I filed an Affidavit (EMBEDDED BELOW) yesterday in Geauga County Common Pleas Court. I am asking the court to issue a complaint that Barack Obama has committed a crime and should be prosecuted for identity fraud. Section "D" of ORC 2935.09 allows me the right to file. ...

The court had never seen a
filing like this before and to say they were upset would be an understatement. Two women kept insisting that nothing could be filed without a case number on it and I kept saying: read the statute. They were not happy and one woman said: "I've worked here twenty years and have never seen anything like this." Oh well, now she has.

Obama and Khalid Mansour and the Muslim Brother hood connection going back to 1979

Searching old newspapers is one of my favorite pastimes, and I have tried to use them many times to shed light on current events — or to inform readers about how the past is prologue to our very interesting present-day quandaries.

Recently, I came across a syndicated column from November 1979 that seemed to point 30 years into the future toward an obscure campaign issue that arose briefly in the 2008 presidential campaign.

Though by no means definitive, it provides an interesting insight, at least, into how Chicago politics intersected with the black power movement and Middle Eastern money at a certain point in time. Whether it has any greater relevance to the 2012 presidential campaign, I will allow the reader to decide. In order to accomplish that, I will also take the unusual step of providing footnotes and the end of this column so that each of you can do the investigative work for yourself.
The column itself had appeared in the St. Petersburg (Fla.) Evening Independent of Nov. 6, but it was the work of a veteran newspaperman who at the time was working for the prestigious Chicago Tribune and whose work was syndicated nationally. (1)  
So far as I know, this 1979 column has not previously been brought to light, but it certainly should be because it broke some very interesting news about the “rumored billions of dollars the oil-rich Arab nations are supposed to unload on American black leaders and minority institutions.” The columnist quoted a black San Francisco lawyer who said, “It’s not just a rumor. Aid will come from some of the Arab states.”
Well, if anyone would know, it would have been this lawyer — Donald Warden, who had helped defend OPEC in an antitrust suit that year and had developed significant ties with the Saudi royal family since becoming a Muslim and taking the name Khalid Abdullah Tariq al-Mansour.
Al-Mansour told Jarrett that he had presented the “proposed special aid program to OPEC Secretary-General Rene Ortiz” in September 1979, and that “the first indications of Arab help to American blacks may be announced in December.” Maybe so, but I looked high and wide in newspapers in 1979 and 1980 for any other stories about this aid package funded by OPEC and never found it verified.
You would think that a program to spend “$20 million per year for 10 years to aid 10,000 minority students each year, including blacks, Arabs, Hispanics, Asians and native Americans” would be referred to somewhere other than one obscure 1979 column, but I haven’t found any other word of it.
Maybe the funding materialized, maybe it didn’t, but what’s particularly noteworthy is that this black Islamic lawyer who “for several years [had] urged the rich Arab kingdoms to cultivate stronger ties to America’s blacks by supporting black businesses and black colleges and giving financial help to disadvantaged students” was also the same lawyer who allegedly helped arrange for the entrance of Barack Obama into Harvard Law School in 1988.
That tale had surfaced in 2008 when Barack Obama was a candidate for president and one of the leading black politicians in the country — Percy Sutton of New York — told an interviewer on a Manhattan TV news show that he had been introduced to Obama “by a friend who was raising money for him. The friend’s name is Dr. Khalid al-Mansour, from Texas. He is the principal adviser to one of the world’s richest men. He told me about Obama.” (2)
This peculiar revelation engendered a small hubbub in 2008, but was quickly dismissed by the Obama campaign as the ditherings of a senile old man. I don’t believe President Obama himself ever denied the story personally, and no one has explained how Sutton came up with this elaborate story about Khalid al-Mansour if it had no basis in fact, and in any case al-Mansour no longer denies it. (3)
Back in 2008, while actually supporting Hillary Clinton in the New York primary, Percy Sutton was interviewed on TV and said that he thought Barack Obama was nonetheless quite impressive. He also revealed that he had first heard about Obama 20 years previously in a letter where al-Mansour wrote, “there is a young man that has applied to Harvard. I know that you have a few friends up there because you used to go up there to speak. Would you please write a letter in support of him?”
Sutton concluded in the interview, “I wrote a letter of support of him to my friends at Harvard, saying to them I thought there was a genius that was going to be available and I certainly hoped they would treat him kindly.”
Until now, there really has been no context within which to understand the Sutton story or to buttress it as a reliable account other than the reputation of Sutton himself as one of the top leaders of the black community in Manhattan — himself a noted attorney, businessman and politician. But the new discovery of the 1979 column that established Khalid al-Mansour’s interest in creating a fund to give “financial help to disadvantaged students” does provide a clue that he might indeed — along with his patron, Arab Prince Alwaleed bin Talal — have taken an interest in the “genius” Barack Obama.
It also might be considered more than coincidence that the author of that 1979 newspaper column was from Chicago, where Barack Obama settled in 1986 a few years after his stint at Columbia University. It is certainly surprising that the author of that column was none other than Vernon Jarrett, the future (and later former) father-in-law of Valerie Jarrett, who ultimately became the consigliatore of the Obama White House.
It is also noteworthy that Vernon Jarrett was one of the best friends and a colleague of Frank Marshall Davis, the former Chicago journalist and lifelong communist who moved to Hawaii in the late 1940s and years later befriended Stanley and Madelyn Dunham and their daughter Stanley Ann, the mother of Barack Obama. (4)
And to anyone who has the modicum of a spark of curiosity, it is surely intriguing that Frank Davis took an active role in the rearing of young Barack from the age of 10 until he turned 18 and left Hawaii for his first year of college at Occidental College in Los Angeles. (5)
It is also at least suggestive that Obama began that college education as a member of the highly international student body of Occidental College in 1979, the same year when Vernon Jarrett was touting the college aid program being funded by OPEC and possibly Prince Alwaleed. The fact that President Obama has studiously avoided releasing records of his college years is suggestive also, but has no evidentiary value in the present discussion. (6)
The nature of Vernon Jarrett’s relationship to Khalid al-Mansour is likewise uncertain, but it is very likely they had known each other as leaders of the black civil-rights movement for many years. Under his previous name of Donald Warden, al-Mansour had founded the African American Association in the Bay Area in the early 1960s. He had also helped inspire the Black Panther Party through his association with black-power leaders such as Huey Newton and Bobby Seale. Seale, of course, had a famous association with Chicago later, when he was part of the Chicago Eight charged with conspiracy and inciting to riot at the Democratic National Convention in 1968. (7)
In any case, it doesn’t matter if Vernon Jarrett and Khalid al-Mansour had a personal relationship or not. For some reason, al-Mansour had used Jarrett as the messenger to get out the word about his efforts to funnel Arab oil money to black students and minority colleges at about the same time that Barack Obama began his college career. That doesn’t mean either Jarrett or al-Mansour knew Obama at that time, but eight years later when Obama was a rising star in Chicago, a friend of Bill Ayers and Valerie Jarrett, it is much more likely that he did indeed have the assistance of very important people in his meteoric rise. The words of Percy Sutton about what al-Mansour told him regarding Obama certainly have the ring of truth:
“His introduction was there is a young man that has applied to Harvard. I know that you have a few friends back there... Would you please write a letter in support of him? (That’s before Obama decided to run.) ... and he interjected the advice that Obama had passed the requirements, had taken and passed the requirements necessary to get into Harvard and become president of the Law Review. That’s before he ever ran for anything. And I wrote a letter in support of him to my friends at Harvard, saying to them that I thought there was a genius that was going to be available and I certainly hoped they would treat him kindly...” (2)
What possible significance could all this have? We may never know, but Vernon Jarrett, back in 1979, thought that OPEC’s intention to fund black and minority education would have huge political ramifications. As Jarrett wrote:
“The question of financial aid from the Arabs could raise a few extremely interesting questions both inside and outside the black community. If such contributions are large and sustained, the money angle may become secondary to the sociology and politics of such an occurrence.” (1)
He was, of course, right.
As Jarrett suggests, any black institutions and presumably individuals who became beholden to Arab money might be expected to continue the trend of American “new black advocacy for a homeland for the Palestinians” and presumably for other Islamic and Arabic interests in the Middle East. For that reason, if for no other, the question of how President Obama’s college education was funded is of considerably more than academic interest.

In the introduction of al-Mansour, the black host notes that his guest had been a patron of Barack Obama and had recommended him for admission to Harvard Law School.
